Wrath of Graham is episode 1 of The 4400 season 4. Jenny Baird makes her first appearance as new NTAC head Megan Doyle.

Summary

It has been several months since Jordan Collier handed out the first free shots of promicin and the expected death toll from its use is expected to be 6,000 by the end of the year. Jordan has a dream in which both 4400 and members of NTAC are enjoying their powers in a better and peaceful world and another more terrifying dream of a desolate future where, like the real world, promicin use is illegal. Jordan finds himself standing in a pool of promicin which begins to take over his body. He wakes up to an angry Kevin.

Tess has experienced a schizophrenic break as a result of guilt for her part in Devon's death and refuses to take her medication. Kevin wants medical care for her but Jordan is determined that they stay hidden. Kevin warns Jordan that it is Tess who has kept them safe and he will not sacrifice her to Jordan's cause.

Tom has been searching for Alana for the past three months with no luck. He is surprised to have Kyle return home and is happy to see him. Kyle is unsure of his reception but finds himself both welcome and wanted.

Tom meets with his new boss, the new NTAC head who has replaced Nina Jarvis. Megan Doyle has no prior law enforcement experience, having formerly worked for a think tank, but she is brought in with the goal of bringing in Jordan Collier. Doyle offers him classified information on Isabelle Tyler who may have information on Alana. Tom's visit with Isabelle reveals Richard has been out of contact for months. The visit overall proves unfruitful though she suggests to him that they have both been used by the people from the future. She also implies that if she tells him what she knows, he may have to face the certainty that Alanna is never coming back.

In Seattle, it has been three days since quiet, and unremarkable high school junior at Adlai Stevenson High, Graham Holt took the promicin shots. No abilities appeared during that time but he soon discovers that he is able to induce worship in others with no effort on his part. A cult builds around him and his school's principal calls in NTAC. Tom and Agent Gerrity visit the school but his followers stop him from being taken in. On their later return the entire school including the principal has been converted. NTAC attempts to stop him but Graham and his followers soon convert the police and take over the television stations. Tom manages to rescue his boss from the police and the two hope to find a way to stop Graham.

Jordan witnesses Graham's take over on television and decides he needs to be stopped. Kevin accuses him of Messiah envy and takes off to find Tess who has run away. Jordan did not come back from the dead and transform the world to see it unite under a teenager. Jordan goes to Seattle and allows himself to be captured and taken before Graham. Graham attempts and fails to convert Collier. With little effort, Jordan displays a previously unwitnessed ability to take away the abilities of those who have taken promicin. Rendered powerless, Graham's followers disperse, some angered at the way they've been used by Graham.

Later, at NTAC, in the theory room the group watches Collier's internet speech. Marco theorizes that Jordan isn't able to use his ability to neutralize the powers of the original 4400. Megan believes that after witnessing what Collier can do, people may believe that they should be praying to him instead.

In San Sebastian, Spain, Diana, Maia and Ben have settled in and Diana has received a job from the European Union as an adviser on The 4400. The job would mean settling down which both Ben and Maia are in favor of. A call from Marco in Seattle however, reveals to Diana that April took the promicin shots. Not having heard from her sister in months, Diana returns to Seattle to find her. Maia sadly informs Ben that Diana will not come back.

Kyle visits Shawn in the hospital. Still in a coma, he has been transferred to long term care. Kyle is disappointed that despite having taken promicin, he hasn't developed an ability that may help Shawn as Shawn once helped him. He takes a job at the institute and while on a lunch break meets student artist Cassie Donleavy. Cassie claims to have read all about Kyle and the 4400 and seems to understand his connection to Collier. The two have a conversation about Shawn in which she wonders that as the promicin in his system is all out of whack that maybe a hefty does of promicin may be just what Shawn needs to wake him up. Kyle reveals he's been having similar thoughts.

Kyle later returns to the hospital with a dose of promicin and injects Shawn with it. Shawn goes into convulsions and when his mother runs in, Kyle pretends he has done nothing. Shawn's convulsions eventually stop his heart but seconds later he begins to breathe and wakes up to see his mother and Kyle. Kyle visits the institute later hoping to find out more about Cassie but learns she isn't a registered student.

Tom receives a message from Isabelle directing him to the Powell Museum where he will receive his answer to what happened to Alanna. Isabelle claims he will understand when he sees it. Tom visits and makes his way to a painting of Alanna called Alanna in Repose by Claude Pierrot, painted in 1885.
