Tom Baldwin is a lead NTAC agent on the series The 4400 played by Joel Gretsch. Tom was assigned by Dennis Ryland to work with Diana Skouris and investigate what happened to the 4400 returnees.
History
Tom is personally connected to the 4400. His teenaged nephew Shawn Farrell was abducted while partying by a nearby lake with his cousin Kyle. Tom's son, Kyle, fell into a coma which lasted three years. These events took a toll on Tom's marriage and he and his wife separated, ultimately divorcing.

When Shawn returned, he developed healing abilities. He used his new skills to heal Kyle, waking him from his coma. Kyle wasn't the same however. He didn't recognize himself and convinced Tom to return him to the lake where Shawn was abducted. While there he was engulfed in white light and Tom touched him. The entity inside Kyle told Tom that the 4400 were taken to the future and altered so that the future could be saved. Only the 4400 could prevent the disaster and Tom had to help them.
A year later, after undergoing medical observation Tom returns to NTAC but is assigned to desk duty. His partner Diana, petitions for his return and he rejoins her in investigating the 4400. Tom's divorce is complete and he has moved into a new house with his son and hopes to rebuild their relationship but Tom's devotion to his job put a strain on their relationship.
In the episode "Life Interrupted" Tom finds himself in a world where the 4400 don't exist. He is told he recently returned from an undercover mission in which his cover was blown and he has been recovering from two months of physical and mental torture. His sudden belief in something called the 4400 makes Diana and NTAC believe he's suffering a mental breakdown as a result of his trauma. They hospitalize him.
Tom fakes his recovery and goes home to find a wife, Alana Mareva, he can't remember, and his son Kyle is on his way to medical school. Alana tells him that this world is strange to her too and the two become allies in a world they do not recognize. Tom eventually gives up trying to find a way out of the reality and falls in love with Alana. Eventually he discovers it was Alana’s ability that created the world. The people from the future did this to bond them. Once in the real world, Tom and Alana's relationship continues. They have eight years worth of memories together and her presence in his life grounds him.
Tom is devastated when he discovers Kyle was responsible for Collier's assassination. he tries to protect him from prosecution and get him out of the country. Kyle is determined to do the right thing however, and turns himself in. He is sent to prison and refuses to see Tom.
With Kyle gone and mistrust growing between the 4400 and the government, Kyle turns to Alana for refuge. She uses her abilities to take him to other places where he can relax. Tom's world become even more complicated when Alana is discovered to be working for a 4400 terrorist group called NOVA. Alana is forced to leave Tom and go into hiding.
In the episode "Gone (Part 2)," Tom risks his life to save Diana and Maia hoping the people of the future would interfere to save him. He is able to talk to them and convince them to return Maia but in exchange he is asked to kill Isabelle.
Tom was unable to go through with it but he worries that one day he'll have no other choice.
Character
Tom is one of the most tortured characters on the series. As an NTAC agent he sees the potential danger of the 4400. As a man in love with one and related to another, he worries about their future and what they were returned to do. As the series goes on he is drawn further into the events the people of the future have manipulated and takes on a pivotal role in the ultimate outcome.
Tom is in a difficult position. He trusts his partner Diana completely, but has reasons to distrust the government he works for. He is wary of the 4400 but realizes they sometimes need his help and protection. With the future, in part, entrusted to him, he has a lot of weight on his shoulders even as his family is being eroded.
Tom had a difficult relationship with his father who was a police officer who hated his job and drank as a result. Tom's father didn't want Tom to be in law enforcement and Tom believed he was jealous of his success where he'd failed. Their relationship went unresolved when his father died and Tom did not go to see him in the hospital. Tom finally made peace with his father when he was dosed with a hallucinogenic compound that caused him to see visions of his dad.

Tom: Kyle, don't walk away from me. Just, look, I admit it. I'm not denying it. I screwed up. But works been a little crazy lately....
Kyle: The job? I've been waiting for that one. Finally feels like old times around here.
