The Caped Chameleon is a superhero in The Tick (animated series).

Seen in the origin episode (The Tick vs. The Idea Men), the Caped Chameleon is seen climbing around after The Tick arrives in The City. He can climb on walls, and changes color to match whatever object is beneath him as he leaps around The City. He arrives at the scene of the crime when The Tick first faces The Idea Men. Unfortunately, he ends up with a plaid curtain beneath him. This is apparently too much for him, and he collapses.
