Main Characters
Kyle Baldwin

Chad Faust plays Kyle Baldwin. Kyle was meant to be a 4400 but when his cousin Shawn Farrell interrupted his abduction, he was taken instead and Kyle was left in a coma. Kyle eventually awoke but he wasn't the same as before.
Tom Baldwin

Joel Gretsch plays NTAC agent Tom Baldwin, the center of the series. Tom is the father of Kyle Baldwin and must balance his desire to protect The 4400 and his job to prevent them from harming others. His job is made even more difficult as his nephew, Shawn is a leader among the 4400 and his girlfriend is also one of them.
Jordan Collier

Billy Campbell, plays Jordan Collier, a successful businessman who returned with a mission to organize the 4400. Jordan fell right back into his role as a leader in the business community and immediately set to work building a center for The 4400. Jordan is a leader among the 4400 who has come to be seen as a prophet by both the 4400 and non-4400 who believe in his mission
Shawn Farrell

Patrick Flueger plays Shawn Farrel, Tom's nephew and one of the 4400. Shawn has the ability to heal or harm with just a touch. His power and Jordan Collier's guidance has made him a leader among the 4400.
Nina Jarvis
Samantha Ferris plays Nina Jarvis, the Regional Director of NTAC and Tom and Diana's boss. Nina took over from Dennis Ryland after he transferred to Washington D.C.. Nina was uncertain about sending Tom back into the field but the two struck a deal allowing him to repartner with Diana. Nina was not involved in the Promicin scandal and was allowed to continue on as director despite several of her superiors' involvement.
Marco Pacella
Richard Kahan plays Marco Pacella]] an NTAC Tech. Marco heads up the theory room, where he an his coworkers try to form a theory about the 4400 and their ultimate purpose. Marco became involved with Diana Skouris but their relationship did not last.
Diana Skouris

Jacqueline McKenzie plays NTAC agent Diana Skouris, Tom's partner. Diana
adopted 4400 Maia Rutledge. Like her partner, Diana is torn between the demands of her job and protecting her daughter and others like her.

Conchita Campbell plays Mai Rutledge. Mai was abducted as a child and returned long after the deaths of her parents and everything and everyone she new. She was adopted by NTAC agent Diana Skouris
Isabelle Tyler

Megalyn Echikunwoke plays Isabelle Tyler. Isabelle is not one of the 4400 but her numerous abilities surpass those of any single 4400. Isabelle was conceived in the future, the daughter of Lily and Richard Tyler. Even as a baby Isabelle displayed terrifying abilities to kill with a thought and manipulate others.
Lily Tyler

Laura Allen plays Lily Tyler. Lily was a young wife of Andrew Moore and mother to baby Heidi Moore when she was abducted. After her return, 11 years later, she discovered her family had moved on she was pregnant with a daughter she shared with her new love, Richard. Lily's baby was able to communicate feelings and images to her before she was born.

Mahershalalhasbaz Ali plays Former pilot Richard Tyler. Richard fell in love with the granddaughter of his long lost love, Lily Bonham. Lily was abducted from Korea where his love for a white woman caused him to be hated and abused by his fellow soldiers. On his return, he fell for Lily Moore and they discovered she was pregnant with his daughter, Isabelle.
