Robert Kinsey is a fictional character on the series Stargate SG-1. He is played by Ronny Cox. Kinsey was a U.S. Senator and former head of of the Senate Appropriations Committee, as such he oversaw the allocation of funds to agencies like the S.G.C. He eventually maneuvered himself into the position of Vice President.

History
Kinsey has been opposed to the Stargate program since its inception. In the season 1 episode "Politics", he questioned the S.G.C.s progress and the lack of alien technologies to justify its $7 billion annual budget. He tried and temporarily succeeded in having the project shut down completely. Kinsey believed that Earth was only in danger because of the Stargate program and the activities of SG-1.
The program was later restarted and Kinsey switched tactics. Having been proven wrong about the power of the Goa'uld, he attacked the character and leadership of the S.G.C. and its members. He attempted to gain control over the program through a civilian agency that oversees other government agencies known as The NID.
In Chain Reaction, Jack O'Neill discovered that Kinsey, via the NID, blackmailed General George Hammond into retirement by threatening the lives of his granddaughters. Kinsey returned Hammond to his office and got away with his misdeeds. In the same episode, Kinsey was revealed to be married with three children and seven grandchildren.
When the NID attempted to assassinate Kinsey and frame O'Neill in "Inauguration", Kinsey survived and used the opportunity to present himself as a hero to the American public. In combination with the funds he brought to the campaign, his status enabled his nomination to the vice presidential ticket of Henry Hayes' presidential campaign. Hayes won and Kinsey became Vice President.
With his new power, Kinsey again tried to gain control of the S.G.C. He used N.I.D. Agent Richard Woolsey to mount a case against the S.G.C. hoping to pressure the new president into turning control over to the N.I.D. He succeeded in getting a change of leadership in the form of civilian, Dr. Elizabeth Weir. He attempted to pressure Weir into complying to his demands and threatened her when she didn't.
He was forced to resign when Woolsey uncovered evidence of his illegal activities. After his resignation, he was abandoned the rogue NID now known as The Trust. They initially rejected him due to his lack of power and influence but tried to win him back so they could gain a meeting with a Russian official Kinsey knew personally. Kinsey, in a show of true patriotism, revealed their plans to O'Neill. He agreed to go under cover to help the SGC uncover and capture members of The Trust.
During the meeting the Trust reveals their purpose is not a meeting with the Russians. Kinsey's transmitter is disabled and Kinsey and the Trust disappear. It is later revealed the Trust had been infiltrated by the Goa'uld and Kinsey was taken as a host. They plan to use him to spark a war between Russia and the United States. When their plans were uncovered, Kinsey tried to get away in an Al'kesh. The ship was destroyed but it is possible Kinsey escaped and survived.
