Phoebe Halliwell (b. November 2, 1975) is a fictional character on the series Charmed played by Alyssa Milano. Phoebe is a Charmed one. One of three prophesied and powerful witches born into the Halliwell witch Dynasty. Phoebe is the third daughter born to Patricia Halliwell and Victor Bennett. Phoebe developed precognitive abilities and later levitation and empathy.
