Major Paul Davis is a fictional character portrayed by Colin Cunningham on the series Stargate SG-1. Davis replaced Lt. Colonel Samuels as the SGCs liaison to the Pentagon. Less motivated by personal ambition and politics, and extremely pragmatic, Davis proved much better at dealing with the tasks of internal security than his predecessor. Davis first appeared in "A Matter of Time" to take General George Hammond to Washington when it became clear that the SGC was victim of an event which caused a communications breakdown.
Davis is often tasked with expressing the desires and wishes of the government even when in opposition to the SGC. Despite this it is clear his intentions are always good and he always hopes for a positive outcome for the planet and the SGC's personnel. In "Into the Fire" he was forced to inform Hammond and SGC teams that they were not authorized to attempt a rescue of SG-1 from a Goa'uld occupied planet led by Hathor. He later became a more permanent fixture at the SGC, serving as a communications relay for SG-1 on several missions.
He traveled to Russia with Dr. Daniel Jackson to negotiate with their government for use of the Russian DHD. Davis was opposed to the decision to give the Russians plans for the naquadah generator and other technologies in exchange for the device.
Davis has also been tasked with maintaining the secrecy of the Stargate Program. In
"Prometheus" he attempted to silence Julia Donovan with the warning that reporting on any of her findings would be an act of treason. Along with Carter, he later negotiated with Donovan and her producer for an exclusive tour of Prometheus in exchange for burying the story.
