Nina Jarvis is a fictional character on the series The 4400 played by Samantha Ferris. She is the regional director of the National Threat Assessment Command a division of Homeland Security that tracks and investigates the 4400 returnees. Nina replaced Dennis Ryland following his promotion and transfer to Washington, D.C.. Ryland temporarily returned to take command when Nina was shot during a lockdown situation at NTAC caused by an attack by TJ Kim.

Nina returned to duty but soon discovered several of her superiors, namely Ryland, were involved in a conspiracy to inhibit the abilities of the 4400 resulting in the severe illness of hundreds and twenty-eight deaths. Nina was absolved of all charges and continues to lead NTAC.

Despite her initial reservations and outright objections to having lead agent Tom Baldwin return to active duty, she was convinced by his partner, Diana. To ensure his cooperation, she insisted that he sign his resignation, to be dated whenever she feels he has stepped out of line.
