Megan Doyle is a fictional character on the series The 4400 portrayed by Jenny Baird. The former head of a think tank, Megan was hired to replace Nina Jarvis as the head of the Seattle branch of NTAC. Homeland Security hopes she'll be able to do more in the battle against promicin than her predecessor.

Though initially wary of the new boss, Tom Baldwin and partner Diana Skouris eventually warmed to her. Megan has come into conflict with her bosses on the matter of people with abilities. Despite being warned against personally benefiting from the abilities of a 4400, the use of which were made illegal by the govt, Megan requested that Shawn Farrell heal her father who was suffering from a life threatening disease. It was the first step in her softening her stance on The 4400 and realizing that within their stronghold things were not nearly as black and white as they may once have seemed.

Megan became intimately involved with Tom Baldwin but their relationship was threatened when Tom was taken over by a personality from the future. With Diana and Marco's help, they were able to free him.

In "The Great Leap Forward" a promicin virus spread throughout Seattle and Megan was one of many affected. She was one of those fortunate to have survived and developed an ability. In the season finale she was seen transforming her pen into a flower.
