Shuster was born in Toronto, Ontario, to Julius Shuster, a Dutch immigrant from Rotterdam, and Ida, originally from Kiev, Ukraine. The family moved to Cleveland, Ohio, when Shuster was ten years old. He attended Glenville High School where he met Jerry Siegel, and the two began publishing a science fiction fanzine. The two broke into the world of comics together at National Allied Publications, later DC Comics.
