Heat Wave is a member of the Flash's Rogues Gallery (referred to as the Rogues for short), a very select group of villains created by John Broome and Carmine Infantino during the Silver Age Flash's first couple of years.

After accidentally locking himself in a meat locker while on a school trip, young Mick Rory became obsessed with heat. As an adult, he began working as a fire eater in a traveling carnival, but soon began developing weapons and gadgets that allowed him to begin a series of heat and fire based crimes.
