Butler was raised in Paisley, Scotland and spent some of his youth Canada. Raised almost exclusively by his mother with his two siblings after his parents' divorce Butler later developed a relationship with his father in his teen years. His father passed away when Butler was in his twenties.

He studied at Glasgow University with the intention of becoming a lawyer. Butler was approached by actor Steven Berkoff to play a part in the play Coriolanus. The experience was compelling enough for Butler to give up law for acting. He was cast in a stage version of Trainspotting taking on the role portrayed by Ewan McGregor in the film version. He made his film debut in Mrs Brown alongside Judi Dench and followed up with small roles in Tomorrow Never Dies and Russell Mulcahy's Tale of the Mummy . His real breakthrough performance came in the highly rated TV movie Attila the Hun in which he played the title character. His performance in that movie gave him the opportunity to play Dracula in Dracula 2000.

Butler's other notable roles include Reign of Fire, Lara Croft Tomb Raider: The Cradle of Life, Timeline, The Phantom of the Opera, Beowulf & Grendel, and P.S., I Love You.
