Gary Navarro is a fictional character on the series The 4400 played by Sharif Atkins. Navarro played minor league baseball prior to his abduction and returned to the sport following his release from NTAC quarantine.

He soon discovered he was able to hear others thoughts and was unable to block them out. He turned to NTAC for help and they gave him medication that helped block the voices. They requested his help in spying on the inner workings of the 4400 Center but once in place he was discovered by Collier who asked him to join his team.

Despite Agent Tom Baldwin's desire to help him, NTAC was forced to turn Gary over to other government agents who recruited him for the NSA and forced him to use his abilities to track down other 4400 with abilities they believed to be dangerous or potential recruits for enemy governments. His work led to the deaths of eight 4400 including Alessandro Ortiz, Chitra Singh and Ismail Namir.

Navarro returned to Seattle to aid NTAC in tracking down other 4400 but instead leads them on a wild goose chase. He turned out to be working for the Nova Group and under their orders attempted to kill former NTAC director, Dennis Ryland. His plan failed and he was apprehended and revealed to NTAC that he worked with Daniel Armand. Armand later helped him escape and Navarro became a fugitive.

NTAC eventually tracked Navarro down but he was tipped off by Alana Mareva and escaped resulting in her arrest and ultimate fugitive status.
