Fear Itself is the second episode of The 4400, season 2.

Summary

Diana offers her temporary aid to NTAC as an agent, until she can find her sister and return to Spain. Kyle discovers he has developed an ability and learns more about Cassie. Tom and Diana must track down a new 4400 who has the ability to induce horrifyingly realistic hallucinations that has affected Agent Garrity among others. Isabelle is tested to determine whether its possible for her powers to return.

Plot

At the Woodhaven Insurance Group, a woman in an elevator begins experiencing severe claustrophobia as the number of people in the small space appears to increase. less than an hour later, on Jefferson Street, a man is chased by a terrifying clown. None of it is real and both are two of eight similar occurrences in the last few hours.

Tom and Diana reunite at his home. Diana is sure that April took the promicin shot and in order to find her, she's hoping the new NTAC head, Megan Doyle will temporarily reinstate her until April can be found. A meeting with Megan Doyle has Doyle questioning the benefit of Diana's return but she ultimately grants Diana's request.

Agent Garrity and Tom are put on the case of the recent hallucinatory experiences and they try to find the person responsible. They visit a bank the last two victims visited before becoming affected and learn none of the employees are responsible as the bank was closed at the time. An interview with a man who was in the vicinity leads them to a Mr. Kennedy who resists capture but ultimately fails. During interrogation, they learn that Kennedy took promicin but his ability is an aptitude for music.

Shawn tries to acquaint himself with all the things he's missed out on in the past three months including the spread of promicin. He is well enough to return home from the hospital and discovers his brother wants to forgo law school and take the shot. Shawn believes its the wrong decision, given the risk, but Danny believes Shawn just doesn't want him to have an ability which would make them equals.

Shawn tries to get Kyle to talk to Danny but Kyle believes anyone who wants promicin should take it. He also reveals that he took the shot himself, surprising Shawn. Kyle points out that it was not about getting an ability but about changing the world but Shawn believes Danny just wants to prove something and may just be jealous of his ability. Kyle insists it's Danny's decision.

Agents meet with Isabelle in prison with an offer to move her to a facility holding those who have developed non-threatening abilities. The transfer is on the condition that she undergo a test to determine her tolerance for promicin. The test ultimately proves that she's developed a permanent allergy to promicin which will kill her should she take it. They plan to transfer her in two weeks.

Tom and Garrity investigate another case of violent hallucination in an apartment building. The event occurred while they had Kennedy in custody. The victim doesn't appear to have any connection to the others. They talk to all the residents of the building including a woman with an autistic son. Garrity attempts to make a connection with the kid, Brandon, but he freaks out. Tom notices a picture and realizes the womans husband, is the same man who led them to Kennedy.

Tom and Garrity return to NTAC where Megan doesn't believe the boy's father, Ryan Powell, was responsible as he didn't take promicin and has no unusual abilities. Garrity begins to experience hallucinations that his teeth are falling out. Tom calls on Diana for her assistance and he realizes that the Ryan Powell's son may be responsible.

Powell reveals to his wife that he gave his son promicin hoping it would help him. She becomes overwrought and leaves, taking her son with him. Tom and Diana find an upset Powell in his apartment. He just wanted to help him; he wanted to connect to his son and give him a normal life.

Kyle runs into Cassie and confronts her with the lack of evidence for her existence. She offers to take him to a place where he can get answers. Inside a bungalow he meets a middle aged man whose grandfather found a group in 1918 called "White Light". The group had a small membership and lasted a few years before all the members were killed in a fire.

The members of the "White Light" believed a messiah would return from the dead and lead the world to salvation through a secret elixir. The man shows him a book containing pictures of the Messiah they were waiting for. The sketch looks like Jordan Collier. Kyle is given the book to read through. Some of its pages are burned and it contains a chapter written in code Cassie later informs him that she believes he plays a role in the book's prophecies, that of the shaman, whose visions guide the messiah down the path to enlightenment. The book also states that the Messiah will show them the face of god and he will smile down upon men and walk among them. Kyle refuses to accept the books prophecies or Cassie's belief in them. He believes Cassie is a member of the White Light cult and is attempting to revive it.

Brandon begins to have an episode while she's driving. She attempts to calm him unsuccessfully by giving him his train but the contents of the bag on the front seat turns into snakes and the car runs off the road and flips. The car is later discovered by emergency personnel but Brandon is missing and Mrs. Powell has no idea where he went. Tom and Diana go off into the woods to find him but find he has left a trail of crazed people on his way.

After thinking things through, Shawn decides to get promicin for Danny to spare him possible arrest. Shawn asks Danny to hold off on taking the promicin and see what happens in the next few weeks that may change his mind. Danny agrees.

Brandon makes his way to the train yard and Tom and Diana manage to find him and sedate him to return him to NTAC. Tom believes that although they may not be able to cure him, they may be able to help him control the ability. He requests Shawn's help in healing Brandon but Shawn doubts the likelihood of an absolute cure for a developmental disorder like autism. Nevertheless, he makes an attempt which ultimately proves successful.

Ryan is tearfully overjoyed to hear his son call him dad and Megan is stunned at the sight of the healing. Ryan is just happy to have his son have a chance even if it means going to prison himself.

Later, Megan meets Tom at the museum to inform him that the people affected by Brandon began to improve the moment he was healed of his autism and put on the inhibitor which means Garrity will be back to work. Tom however, decides to be repartnered with Diana. He reminds Megan that sometimes the abilities people develop can come in handy. Megan receives a call from the hospital about her father. The doctors advise her that it's time to prepare for the inevitable as there is nothing more they can do for him.

At home, Kyle finds Cassie in his room, on his bed. A visit from his dad reveals that only he can see her. She is his ability.
