Diana Skouris is a lead NTAC agent played by Jacqueline McKenzie on the series The 4400. Diana has an expertise in biomedics and works with her partner Tom Baldwin investigating the 4400 returnees.

History
Like her partner Tom, Diana has developed a personal connection to the 4400. She developed a bond with the young clairvoyant Maia Rutledge and eventually adopted her. Despite her original wariness about the prospect of becoming a parent, Diana has adjusted well to motherhood.
Maia's presence in Diana's life changes her outlook on the 4400. While Diana initially maintained professional objectivity in regards to the 4400, her daughter has made her more sympathetic and open-minded towards them.
When Maia became ill, Diana and Tom uncovered a conspiracy led by their boss, Dennis Ryland, to drug the 4400 with a promicin inhibitor that would prevent them from developing new abilities and diminish their existing ones. The information they uncovered led to the creation of an antidote by Dr. Kevin Burkhoff.
When Diana discovered Dr. Burkoff was experimenting on himself using promicin, she monitored his experiment for his protection and kept it a secret. Eventually Dr. Burkoff's experiment reached a major turning point and he developed a 4400 ability. With the success of his experiment confirmed, Burkoff, with the help of another 4400 Tess Doerner, dosed Diana with promicin. Fortunately, this was uncovered before any permanent damage was done and Diana recovered.
Relationships
Diana developed a romantic relationship with an NTAC scientist Marco Pacella. Their relationship appeared to be going well until Diana and Tom were dosed with a hallucinogenic chemical created by a 4400. The chemical caused Diana to have visions of her ex-boyfriend Josh. Josh confronted her with the fact that she has been playing it safe in her relationships. As a result of this cathartic experience, Diana decided to end her relationship with Marco before it grew more complicated.
Diana has a younger sister April with whom she's had a difficult and contentious relationship. Diana finds her sister flighty and irresponsible while April thinks her sister is stiff and judgmental. April holds Diana responsible for driving away her husband. The two were married at a young age and Diana made it clear she disapproved of their relationship.
When Diana discovered April using Maia's clairvoyant abilities for her own personal gain, she became very angry and was determined April would not spend any more time with her daughter. The two eventually mended their rift and April later returned with a new boyfriend she believed Diana would like and whom she believed was "the one". After meeting Ben, a photographer, Diana agreed April had chosen the right guy.
Maia happily informed Diana that she'd be getting married soon. To Diana's dismay, Maia's prediction placed Ben in the position of husband and father. When Ben visited her to show her pictures of his trip to India, Diana told him about Maia's prophecy and he immediately broke up with April. Diana tried to fight her attraction to Ben but the two soon find themselves in a relationship that Diana must hide from her sister.
Diana eventually revealed her relationship with Ben to April who was devastated. She later left NTAC for Spain with Ben. She was offered a job with the EU but after learning that April may have taken promicin she returned to find her. She found April using her ability to force people to tell the truth illegally which got her into trouble when her boyfriend was forced. With Diana's help April managed to turn her life around and use her talents for good.
Diana found she could not leave Seattle much to Maia's disappointment. Working under a new boss, Megan Doyle, Diana found herself caught in the middle between the demands of her job and her own personal beliefs that not everyone with an ability was dangerous. When a promicin virus spread throughout the city, Diana was the only person immune, having built up a resistance due to Burkhoff's earlier attempts to give her the drug. After studying her, a preventative was devised stopping the virus but not before half the city was killed and the other half had developed abilities.

Diana: I would never defend what he did! But I would make an argument for what he can do now. I mean, there's a reason the future sent him back with this amazing ability, but forgive me if I sound like, I don't know, you.
Tom: No, no, not this time! We're not talking about a criminal. We're not even talking about a murderer. We're talking about genocide, Diana! Maybe the future doesn't have a problem with that, but I do.
Diana: So if I don't think the world is better off with a bullet in this guy's head, I'm advocating genocide?
Diana: I wonder how long it is since Marco got some sun. I was thinking we could bring him down to have a look at that thing they're building.
Tom: A long trip for Marco.
Diana: He goes outside Tom. We could have some sun block handy.
Diana Skouris: Normal? Who's normal anyway?
Maia Rutledge: You.
Diana Skouris: Me? Well, let me tell you something about normal people like me. They just wish they were special, like you.
