Dennis Ryland is a fictional character on the series The 4400. Ryland headed up the Seattle Branch of the Department of Homeland Security which became the National Threat Assessment Command following the return of the 4400. He was later promoted to deputy director of NTAC and moved to Washington, D.C. He was replaced at NTAC by Nina Jarvis but returned to temporarily fill in for her when she was injured and took medical leave.

After investigation into an illness that killed many of the 4400, it was discovered that Ryland was the head of a conspiracy to inhibit the abilities of the 4400 and prevent the development of new abilities through the use of a drug known as promicin inhibitor. Following the massive illness and 28 deaths, Ryland was put on trial. During the trial, he was attacked by his attorney who was under the control of a 4400, TJ Kim, who worked for the Nova Group. The attempt failed but a second was made in the hospital by Gary Navarro.

Ryland survived both attacks and was not imprisoned for his crime as many agreed with his decision. He was dismissed from Homeland Security and went to work for Haspel Corp. as a consultant. He worked with Isabelle Tyler to produce vast stores of promicin which he used to create soldiers with 4400 abilities. The soldiers were killed in a suicide attack by a 4400 affiliated with Jordan Collier. He also came to realize he could not control Isabelle.
