Synopsis

Part 1 of a 2-part story; the TARDIS takes the Doctor and Martha to the New York city of 1930. There, the masses of homeless created by the Great Depression are huddled in shantytowns called Hoovervilles. But while the massive Empire State Building nears completion, the residents of the nearby Hooverville are disappearing and an army of pigmen prowls the sewers. Could it be that the Doctor's oldest foes are behind it all?
