Chris Carter (b. October 13, 1956) is an American, screenwriter, producer, and director born in Bellflower, California to William and Catherine Carter. Carter may be best known as the creator and executive producer of The X-Files.

Carter attended California State University where he majored in journalism. He worked as a freelance journalist and the editor of Surfing magazine before beginning his career as a screenwriter. A screenplay he wrote came to the attention of Jeffrey Katzenberg during his time as chairman of Walt Disney Studio Entertainment. Impressed by Carter's work, Katzenberg signed him on to write and produce television movies and pilots for Walt Disney Pictures. His work includes the pilot Cameo by Night, and an unaired TV series, The Nanny.

Carter created The X-Files in 1993 and started a production company, Ten Thirteen Productions, named in honor of his birth date. The company was responsible for producing the series Millennium, Harsh Realm, The Lone Gunmen and the The X-Files movie. Following the end of The X-Files series, Ten Thirteen Productions shut down.
