Captain Cold is a member of the Flash's Rogues Gallery (referred to as the Rogues for short), a very select group of villains created by John Broome and Carmine Infantino during the Silver Age Flash's first couple of years.

According to Flash Secret Files Volume 3 (2001), Leonard Snart grew up a juvenile delinquent in Central City. As an adult, Snart started out as a small-time thief who drank excessively and experimented with drugs. Soon he graduated to armed robbery. He was caught by the Silver Age Flash (Barry Allen) and was imprisoned.

While in prison, he thought about the Flash. How could he slow him down? He began to study thermal motion. When he was released, he created a special gun he designed while he was in prison. He charged the gun with some unknown radiation he discovered in a lab somewhere. His "cold-gun" was the result. He became Captain Cold.

Captain Cold's cold-gun has the ability to halt the movement of atoms and molecules, creating absolute zero. He can also create a "cold field" which can slow the Flash down.

He had a sister, Lisa Snart, who joined him in the rogues gallery as Golden Glider. The Golden Glider was chiefly motivated by the death of the deceased Rogue, The Top, with whom whe was romantically involved. When Barry died, she didn't feel she had anything against Wally West, so she convinced her brother to retire and start a legal bounty hunter business. Unfortunately, she was murdered by Chillblaine and Captain Cold killed him in turn. Snart fell back into a life of crime.
